Lots of things: Intoxication is a continuum, from very mild feelings of euphoria with low alcohol levels, to lots of euphoria and disinhibition with moderate levels, to slurred speech, impaired gait, judgement, reflex times etc. Etc. With higher than moderate levels. People who drink regularly get tolerance, and need more and more alcohol to produce the same feelings. Depends on how fast, how much, what kind...
