No.: Hair growth is not affected by localized skin cancer. Though, patients can lose hair if they are getting chemotherapy for certain types of cancer.

Depends: If you have the cancer removed and there is a scar - no hair will grow within the confines of the scar. Usually, no hair grows in the cancer itself. For further clarification, might i suggest a consultation with a plastic surgeon or general surgeon.
