do i have to lift weights to have a protein shake or can i just drink one without working out?

Ok: Of course you can have a protein shake without working out, but you want to make sure that your total calorie intake during the day does not exceed your calorie expenditure (or you will gain weight) and that you do not take in an excessive amount of protein daily, which is not great for the kidneys.
