Maybe....: If truly scratchy-- then possibly new allergy. If foreign body sensation, possibly corneal nerve regeneration where the incision was made. If this is the case it can take months for the sensation to go away. Have your doctor look.

Dry eye: During cataract surgery, nerves that sense dryness on the surface of the eye are cut. They can take 3 to 6 months to regrow. Without full sensation of dryness, the tear glands put out less tears making your eyes feel scratchy. Of course, allergies unrelated to your surgery can also cause scratchiness.
