No,: However, the stretch mark is a breakdown of the elasticity of the skin and is not epidermis and dermis anymore which can "accept" tatoo ink. The tatoo may not "take" or later sag with continued breakdown of the skin stretch mark.

Tattoo: Probably not. However since the skin in this area is thinner the ink color may look different than the surrounding normal shin.
