No: A really elevated eosinophil count, say over an absolute count of 500, is usually not the result of allergies. If it's way-high and you have symptoms / signs or illness, a good physical exam is in order. We wouldn't want to miss hodgkin's disease at your age. If your eos are with the lab's reference range and you feel well enough, don't give this another thought.

No: Antihistamine only blocks the chemical effect form the allergic reaction. Cortisone however does reduce the eosinophil count.

No: Anti-histamines will not reduce your eosinophil count. However, their number may be higher with ongoing exposure to allergens and with atopic dermatitis (allergic eczema). If you have no allergies, an increased number of eosinphils has many causes besides hodgkin's disease. As it seems you have allergy symptoms, see a board-certified allergist for appropriate evaluation.
