IGG or IGM: The normal test is for the igg titer and high levels mean you responded to your MMR and have protective levels.If this was a igm test, a high level would suggest recent rubella infection.Clarify the issue with the doc.

Rubella titer: If rubella titer is high (assuming igg test is meant), then it means you're immune to rubella and are fully protected. Mmr vaccination in the past would be responsible for this result.
