Lower stress: Loving kindness is always appropriate because it lowers stress. The book by kelly mcgonigal the will power instinct is a very helpful book. Your mother may know what to do but because of stress goes for the comfort foods that don't work because they are too high in dairy, wheat, and sugar which grow bacteria in the gut that cause weight gain and inflammation.

Need to know her BMI: She should be on low calorie low carb diet with less saturated fat, and exercise program if she is fit for it.We also need to knoe what her weight, height, bmi is.And if she has any other medical conditions like diabetese, high cholesterol, heart disease, high blood pressure and smoking history. In brief low calorie diet with fresh fruits, vegetables, whole grains, some nuts, eliminate sugars and sugary dri.
