They are both right: Anyone can have sinus arrhythmia and anyone can have anxiety. You happen to have both.

Sinus arrythmia: Sinus arrhythmia is typically a normal variant. Yes you can exercise, it should be gone when your heart speeds up. Anxiety does not cause this.
