Yes: Only god is perfect. All tests have false negative and false positive results. Clinical symptoms and your signs are worth more than a test.

Yes: Emg/ncv does not pick up all neuropathy, especially not basic nerve studies when dealing with smaller nerves that are damaged, say in like smaller sensory nerves in early diabetic neuropathy. Skin biopsy is not extremely well established for neuropathy and is still a budding science and very user dependent. Hope that helps!
