Cardiologist: Long qt syndrome is a risk factor for arrhythmias, and if you are also experiencing chest pain/pressure you do need to see a cardiologist. You need an ecg, echocardiogram, blood tests for electrolytes and thyroid function, and a holter monitor to start the work-up. Further testing such as electrophysiologic study (eps) would be at the discretion of the cardiologist.

Not necessarily: Long qt syndromes don't really cause any chest pain or pressure. He may not want to refer you because he doesn't think that the pain is concerning. Long qt syndromes can lead to passing out, or sometime even sudden death, but not cheat pain.
