Levels difficult.: Testosterone - like most hormones is difficult to measure. Many factors can influence levels. Timing, obesity among them. Levels must be interpreted in light of your clinical condition. Generally an endocrinologist should be consulted before replacement in a 38 year old male.

Wrong dose/frequency: Assuming that you're referring to testosterone enanthate, it's half-life is only 7-10d, just like testosterone cypionate. Therefore, if your dose isn't high enough & you draw blood right before your next dose, you're essentially checking a trough (lowest) level. Peak level would be a day or so after an injection. Most likely you notice ups & downs. So increase (dose &) frequency to every week.
