Why?: The wound will heal in its own time. You need to avoid getting it wet if at all possible for a few days, but then regular soap and water will be fine. Not sure why salt water would be any better, but probably unlikely to hurt either.

Circumcision: No. I would not recommend adding salt water to a fresh wound to heal. In fact, surgical wounds should not be submerged under water for about 2 weeks. It's okay to get them wet and dry them off though. Generally for wound healing, it is best to keep the wound dry.
