No.: Not all people in the U.S. (and certainly not all people in the world) who are diagnosed with HIV receive therapy. Some people opt for close observation. There is literature to suggest that starting mutiple drug therapy earlier in the course of the disease helps to preserve the immune system, but some people do not tolerate certain drugs well and may want to wait for a period of time.
