Not recommended: Where on your nose do you want to pierce? Are you type i or type ii diabetic? Is your sugar managed appropriately? Have you had trouble with infections before? How long have you been diabetic? Although the nose is vascular, disinfecting prior to piercing and cleanliness after piercing may be problematic given wet mucosal surfaces on the interior of the nose. Get your doctor's thoughts.

They can but: But if they should is a different question--diabetics are at higher risk of infection and a piercing could lead to infection. They can bungee jump too--but that doesn't mean it's safe.
