I have uvulitis right now, is it normal for my uvula to be throbbing/moving?

Yes: With any uvulitis there is inflammation and increased blood flow causing the throbbing. It moves with any palate movement. Try salt water gargles, antihistamine . If recurrent try to determine cause.
