Many things: If we discount environmental changes, causes may include: excessive lip licking, medications, age, decreased saliva production (xerostomia), decreased water intake and dry skin tendencies. Also the use of drying agents near or around the lips eg alcohol, astringents, acne medications, colognes to name a few could be the culprit. If lip balms have not helped, see your doctor.

Several Causes: Dry lips, or "cheilitis" can be caused by multiple different factors. Some of the most common are eczema, irritation from lipstick or lip products, sun damage, and excessive licking of lips.
