Eye dryness: Restasis is used to quiet down inflammation which inhibits the release of tears. After about one month introduction period, you should start feeling better. If there is no change, the reason for the dryness is something else. Restasis can be used for a long term but eventually it would be useful to stop for several months and see if the dryness has disappeared.

Yes: The fda clinical trials for Restasis evaluated 6 months of therapy. The prescribing information on the package insert does not limit the use to 6 months of therapy, and, since dry eye is a chronic disease, most patients require chronic therapy. There are many published scientific papers describing the ongoing use of Restasis chronically for dry eyes.
