No: Sleeve gastrectomy is an abdominal surgery. Tortuous thoracic aorta should not impact the decision whether to perform this surgery or not (unless there are other problems with the aorta, such as an aneurysm).

Gastric sleeve: The sleeve gastrectomy was first performed by dr. Gagner in 1999. It was part of a larger procedure known as the biliopancreatic diversion. First offered as a staged procedure, the procedure is now a stand alone and very popular weight loss surgery. The procedure takes place within the abdominal cavity, and, therefore, a tortuous thoracic aorta would not have any effect on performing a sleeve.
