In general...no: Practically speaking, "brain scans" in the form of routine brain MRI or head ct scans are not capable of detecting bi-polar disorder. There are advanced imaging techniques used for research only that show some characteristics of many of the traditional so called "psychiatric" or "behavioral" disorders. Not yet: There are no brain scans currently to diagnose most psychiatric disorders like bipolar disorder or personality disorders, but with the advent of newer imaging techniques like fmri neuroscience is evolving rapidly as we are able to look at exact changes in the brain occuring in real time in different people. A few more years and psychiatric diagnosis could look really different.
