Diet and exercise: Only treatment that works is diet and exercise. Eat less then you burn off. 3500 calories to the pound. Will reduce your risk of diabetes, high bp, heart disease, cholesterol, infertility, etc. Otherwise the only effective method is liposuction.

Belly fat: Body fat is lost by increasing metabolism, and unfortunately you can not spot reduce. Ie you can not do abdominal exercise to loose abdominal fat. The fat is deposited and can be removed by weight loss. General rule, last place fat gained is the first to go and the the first place gained is the last to go.
