Rash: If the catheter site also has an associated adhesive bandage then this could be a adhesive reaction.

Allergy?: One of my patients calls this "pump bumps"; the surrounding area is itchy, red, and sometimes sore, but not infected, and it goes away a couple of days after changing sites. I am still looking for the cause; it's not the adhesive (though it could be in your case). You might consider trying another infusion set if changing adhesives doesn't work. Be sure to prep the site with alcohol each time.
