Dermatitis: Is there a dressing over the site? It probably is a allergic reaction to a product used to cover the site or cleanse the area. Some people develop sensitivity to these products. If the site looks red, hot and angry, this is a sign of a possible serious infection at the site and needs to be looked at. If the rash persists you may need to work with your doctor to change the products being used.
