Shave bio on mod dysplastic nevi, could melanoma grow without any visible signs on surface of skin?

Unlikely: A shave biopsy may leave behind part of the pigmented lesion...So if it is a melanoma, there is risk of both local recurrence and small risk of distant recurrence(in the lymph nodes, typically). If the lesion that was removed is indeed a dysplastic nevus, it should be re-excised with a negative margin. Otherwise there is risk of local recurrence from this dysplastic nevus.

Get lesion excised: Dysplastic lesions are better addressed by excision rather than monitoring as scar tissue or loss of color in lesion may impede detection in a shave biopsy site.
