I did 2 ct scan, 1st scan shows everything is normal, 2nd shows that i have otosclerosis in both ears, can otosclerosis affect only one ear?

Yes : Otosclerosis is a chronic, slowly progressive condition that usually affects conductive hearing (the middle ear-specifically the stapes bone). It usually becomes noticeable in the 30's. It has to be checked with a hearing test to assess severity. It can be fixed surgically and if not interested in surgery, a hearing aid. One ear may manifest hearing loss first, then the other may become a problem.
