Diagnosis: You may need to go to the doctor to be properly diagnosed but if it is something fever blister there is Denavir (penciclovir) and other otc products that can help with viral pathology's.

Not enough info: Many things can cause bumps on your lips. Some are benign, some not, and not all can be treated with otc meds. A detailed description of the bumps, e.g. If it is painful, has blister or discharge, its color, if it bleeds.... Are needed. Based on your age, you have a low risk of having cancer but cold sore, apthous ulcer, cellulitis are more common. If it is painful, try otc topical canker sore med.
