Simple answer: Called add, basically this is a disorder, most often diagnosed in children, but also sometimes in an adult which includes inability to focus attention - terms used include persistent pattern of impulsiveness, a short attention span, and often hyperactivity, and usually diagnosis requires that it interferes with academic, occupational, and/or social performance.
