RC tear: No a rotator cuff tear will not cause elbow pain. Overcompensation and using "other" muscles to make up for lost motion in the shoulder could certainly cause elbow pain.

Maybe but: Tron rotator cuff can cause pain in the shoulder and it can radiate to the arm , but the inside of the elbow could be a tendinitis at the medial epicondyle of the elbow.
