Physics!: Totally normal. 400 characters won't do it justice, but the physics of this are pretty cool. In short, the longer time per beat at slower rates allows more filling. That filling (through another cool physics trick) automagically makes the heart squeeze more forcefully to get the blood out in time. As a result, the pulse tends to be a bit more forceful at lower rates.
