Is it possible for the heart rate to be out of sync with the pulse? lets say, the heart rate is fast (above 100 bpm), but the pulse is palpably slow (below 100 bpm)?

The pulse is a reflection of the heart beating and causing blood to flow. There is no independence of pulse and cardiac rhythms.
