Diagnose/treat: History, exam, (x-rays or imaging as needed), and treatment is a principle for any illness or conditionand a fracture is no exception. A fracture clinicis often staffed by an attending orthopeidc surgeon who is trained to recommend and supervise proper care. Often a arge hospital may also use a clinic to train students and resident physicians as well but the principles of treatment remain the same.

Fracture or not. : After the clinical examination if the doctor suspects that a fracture is possible then he will send you for x-ray then may be sometimes ct scan or MRI scan. Then if the there is fracture he will splint it and ref you to orthopedics. If it is a bad fracture that needs urgent fixation then you will be admitted to be taken care off.
