Hard to say: A kid can have teeth at birth or not until 15 mo and be normal.At 10 wks they may fuss about a lot of things and since touching their gums provides comfort they often do non-nutritive sucking for comfort.I think we often blame teething if the kid is fussy and we can't find a reason. If you want, accept it. I find it more likely baby is just fatigued and not aware of, or able to, settle into sleep.

Possibly : Chewing on something cold and firm is helpful. One idea is to give them a damp washcloth that as been frozen in the freezer to chew on. Commercial teeth rings that can be frozen are available as well. Teething is a normal process. I would avoid medication like painkillers unless absolutely necessary. Most babies really don't need them.

Yes: Teething can start as early as 3-6 months. I would recommend plain tylenol (acetaminophen) or Motrin for pain given in a dosage per your childs weight every 6 hours for several days.
