Not likely: It is much more likely there is another cause for a chronic rash. Heat rash is an acute dermatitis (inflammation of the skin) caused by excessive heat exposure and the subsequent excessive sweating and local irritation of the skin. A more chronic rash that has been present since childhood is much more likely to be allergic in nature, like certain types of eczema.
