Pressure: Corns/calluses are your skin's way of protecting itself from where increased pressure occurs on your foot. Friction and shearing forces from the way you are walking whether you are in shoes or not can be irritating that hard skin and causing them to peel.

Friction: Corns and callouses can be caused by friction or there could be an underlying boney problem. The peeling skin could be due to an athletes foot infection.

Probably a fungus: It's probably a fungal infection. Try a topical anti fungal cream or go to a podiatrist and get it cultured to make sure. It could also be some form of dermatitis.
