Probably.: Most antibacterial gels use alcohol to kill bacteria. If the alcohol didn't dry, it may not have had a chance to kill the bacteria. I'd reapply. "if it didn't dry, they didn't die." if your hands are visibly dirty, you need to wash with soap and water.
