Exercise: Productive exercise causes the body to need more blood flow to the tissues to cause induction of increased exercise capacity. An increased heart rate during exercise indicates this is in play. In general if the exercise isn't enough to elevate heart rate, it isn't enough exercise. The heart rate target is usually 120 to 150 but higher rates are appropriate for some people.
