The tattoo & : Piercing artist will not have the qualifications or ability to provide local anesthetic injections to numb your lip pre-piercing. You can always ask you dentist or oral surgeon to provide this service for you and then immediately go for your scheduled piercing. Good luck.

Probably not: Most people placing piercings or doing tattoos do not have the requisite training or credentials to use local anesthetics.
