Leave it alone: Let him soak in a warm bath. It should come off normally. If not, do not pull it off. Check w/his doctor for advice.

Circumcision: Generally, warm water will loosen the dressing sufficiently. You may also try hydrogen peroxide. I wouldn't worry too much about this. The gauze will eventually come off.
