Itchy rash: It could be several things, allergic reaction to type of sunscreen used at the beach, maybe laundry detergent used recently, if traditional otc allergy meds have been tried and are not working i would see your physician asap.

Rash: A number of conditions may cause itchy red rashes including allergic contact dermatitis from some product or plant exposure on the skin, an allergy to the sun (polymorphous light eruption) or even swimmer's itch to name a few. See a dermatologist for evaluation and treatment.
