Have it checked...: Go to urgent care/er to be on the safe side. At 3 years old, you don't want to second guess and wait for a reaction to occur. In some instances, there is a delay in the reaction. When you get to see the doctor be ready to tell them what type of bug may have bitten and note any changes in the bites appearance from the time of occurrence to when it is examined.

Get him to dr: When its a child many bugs carry potential of bacteria etc. The child may also have an allergic reaction. It may be nothing but why take the chance.
