Insect bite: Sounds like an allergic reaction to an insect bite or could be early infection due to the same reason. Start using neosporin cream (neomycin and polymyxin b) and avoid manipulating the blister. Monitor the redness and swelling if keeps getting worse see her pediatrician.

See your DR.: Neosporin is not only useless, it is a common sensitizer causing allergic reactions. Same for bacitracin. Studies clearly show that they neither cure nor prevent infections. Throw it away. Same for triple antibiotic. Needs to be seen to determine what, if any, treatment might help.
