Hair Color Then Red: You have an irritant or allergic reaction to the hair color. Treatment is initially with a topical solution of cortisone like prescription clobetasol. If severe, you will also need oral cortisone. See your local dermatologist for treatment.

See a dermatologist: You most likely have either an irritant contact dermatitis or allergic contact dermatitis. Depending on the severity of the itch and sensitivity, topicl and or oral steroids may be helpful. Also, avoid hair dye until you get an allergy test for ingredients in hair dye which can be peformed by a dermatologist.
