Depends : First i would confer with provider to see if they think it is related to eczema. Patients with eczema often have associated food and environmental allergens that may need to be avoided. In general you should decrease the frequency of bathing, and use tepid not warm water. When she is done pat her dry but leave some moisture and apply a good lotion or body oil. Aveeno (oatmeal) and burt's bees are good.

Moisturize often: Normal dry skin should respond to regular use of moisturizing creams and lotions (cream is better than lotion). Try cetaphil or cerave or aveeno (oatmeal) cream and cleansers which are made for sensitive dry skin. Avoid abrasive materials, over washing in hot water and drying soaps like ivory. If she doesn't respond then you should see a pediatrician or derm to see if she has a more serious skin problem.
