Not a test for hypo: The hba1c test is not designed to assess for conditions causing hypoglycemia exclusively as it may still be normal. The best way to assess for hypoglycemia is to test a lab blood sugar during such a time. Having a home glucometer could also be useful but sugars still need lab confirmation. If there is true hypoglycemia, circumstances causing it have to be determined.

Wrong Test!: Hba1c reflects average sugars for a 3 months period. Virtually no one spends 3 months with a low blood sugar; rather they have episodes where their blood sugar drops low for up to 20-30 minutes at a time. These dips would not cause the average sugar level to drop low enough to be different than a normal hba1c. As dr lewy-weiss, advised, blood tests during the spells are needed.
