If your hba1c is 4.8% or below is it true that it is indiccative of hypoglycemia especially if symptoms are present daily?

No: One cannot make a diagnosis of hypoglycemia based on a hba1c level. I find it best to have people monitor their blood sugar with a fingerstick monitor (typically used by diabetics). True hypoglycemia will show readings under 55, with symptoms.
