Height is genetic: If you are healthy and eat well, your ultimate height will be determined by your genetic inheritance. Lifting weights will not impede your growth as long as you don't use steroids or other "performance" drugs.

No: Unless you injure the growth plates in your legs (unlikely if you use safe techniques lifting and do not overdo it), you should be fine. Exercise is good for you, and it is great that you are making that part of your lifestyle. Height is genetically determined. Many males will increase in height later in the teen years and sometimes into the early 20s. See your doctor if shorter than family.

No: Most current research disputes the previous beliefs that working out at a young age while you are still growing stunts growth. Most important factor affecting height is genetics...Good luck.

Unrelated: Weight training or avoidance has no correlation with your height. This is genetics my friend. You may unfortunately be close to your adult height. Conditioning your muscles is a good thing but will a small frame i would avoid trying to add to much bulk.
