Yes: A pulled muscle means the muscle tissue has been damaged. It must heal itself before it can function in a normal fashion. Once the muscle fibers are torn, body will try to heal it first by sending in inflammatory responce which then will usher in healing by promoting blood flow and chemical milieu. Once healed, you will also need time to train the muscles. This process will take many days.

Yes: Not as elastice with intstitial scar can cause recurrent tears muscle heals with scar thonly human tissue that repairs with new tissue like the injured tissue is bone.
