Needs Seen: If this child has not been seen by a doctor, now would be the time. An emergency-no, but maybe having the right diagnosis and therapy would improve his situation.I would be concerned about sinus infection, allergies, both etc.If the neck is very stiff, needs seen asap.

Colds: Colds for more than a week need to be evaluated. Your child may need antibiotics for an infection such as a sinus infection or strep throat or even pneumonia.

Maybe: After a month of cold / allergy symptoms with constant runny nose, your child may have developed a secondary infection such as ear infection or sinusitis. Then again it could be something new altogether. Watch him carefully and if he seems sick or in pain have him seen by a doctor.
