Weight loss: It is not about the type of walking but rather the calories burned. Using your example you will have walked 3 miles in one hour slow walking and 2.7 miles in a 1/2 hour fast walking. Because you went farther slow walking you would have burned more calories and therefore, lost more weight from the longer walk.
