My nine year old daughter walks with her right foot sticking out at a 45-55 degree angle, like charlie chaplin! is this anything to be concerned about?

Possibly: How long has she walked that way? This can be something called tibial torsion or femoral anteversion. Those causes should have made her gait abnormal for a while. She should be evaluated by her doctor or an orthopedic doctor.

Probably normal: If associated with pain, or fever, which is not listed in your question, would consider hip pathology, however without pain, would just have your pediatrician check her next visit.
